Border crossing by transport type
What needs to be done when transport arrives at the border depends on the chosen mode of transport. Here, you will find explanations of the procedures for crossing the border by transport type.
Border crossing by road
Digitoll can be used at all customs checkpoints on the road. The Norwegian Customs Authority has created brochures in different languages that simply explain how drivers should behave when crossing the border at Svinesund and Ørje using Digitoll. These can be downloaded and distributed as needed.

Ferry terminals and other border stations
At ferry terminals and other border stations not located at Svinesund or Ørje, drivers must enter the customs office until a new border crossing solution is implemented. The advantage is reduced processing time, as the information is pre-processed.
For ferries, freight vehicles with drivers can use Digitoll at the following locations: Larvik, Oslo, Sandefjord, Langesund, Kristiansand, Stavanger, and Bergen. Note that loose trailers must use Digitoll for maritime transport.
Transports other then road
For transport other than road, the routing signal will be provided by requesting an automated service from the Norwegian Customs Authority. The Customs Authority decides whether shipments can proceed directly or must first be presented to customs.
Border crossing at Norwegian Airports
At most airports in Norway with international status, the Norwegian Customs will automatically register the arrival of the transport (aircraft). This applies to all Avinor airports. For other airports, arrival will be recorded by a customs officer.
Norwegian Customs will automatically carry out digital presentation and make routing available for all consignments. Norwegian Customs will then transition to the next customs procedure, usually immediate release import or warehouse release, for consignments that have not been selected for inspection or have outstanding digital tasks (documentation, declaration, or similar).
In practice, this means that consignments are transitioned to the next customs procedure immediately after the aircraft has landed and this is registered with Norwegian Customs.
Entities that have been granted permission, either permanently or as directed by Norwegian Customs in each case, can transport the consignment to their sorting facility for sorting.
In the event that a consignment is selected for inspection, the relevant entity must ensure that the consignment is handed over to Norwegian Customs at the agreed-upon location.
If the consignment has outstanding digital tasks, the entity must retain the consignment; it cannot be released to the recipient. The entity must complete the outstanding tasks and await a new routing signal before the consignment can be released.
